การมีส่วนร่วมทางการเมืองของประชาชนตำบลแม่ปืม อำเภอเมืองพะเยา จังหวัดพะเยา

The study consisted of the following objectives: 1) to investigate political participation level of people in Mae Puem Subdistrict, Mueang Phayao District, Phayao Province; 2) to compare political participation of people in Mae Puem Subdistrict, Mueang Phayao District, Phayao Province classified by personal factors which were genders, ages, educational levels, and occupations; and 3) to apply Aparihāniyadhamma in political participation of people in Mae Puem Subdistrict, Mueang Phayao District, Phayao Province. The study used a mixed-method approach that included qualitative as well as quantitative methods. The population used for collecting quantitative study were 383 out of 9,075 persons from 18 villages in Mae Puem Subdistrict, Phayao Province, chosen by using Taro Yamane formula. 20 key informants were used to obtain qualitative data. The research tools were a questionnaire form and in-depth interview form.

From the study, the following results are found:

1) The political participation level of people in Mae Puem Subdistrict, Mueang Phayao District, Phayao Province in all 4 aspects have satisfaction at a high level, with a mean x̄ of 4.41. When each aspect was examined, it was discovered that having a role in the community has a high level of satisfaction, with a mean x of 4.45, followed by contact with government sectors has a high level of satisfaction, with a mean x of 4.42, and lastly, election has a high level of satisfaction, with a mean x of 4.36.

2) From comparing political participation of people in Mae Puem Subdistrict, Mueang Phayao District, Phayao Province, it is found that there is no difference in political participation among people with different genders, ages, educational levels, and occupations; therefore, the null hypothesis was rejected.

3) An application of Aparihāniyadhamma (seven conditions of welfare) in political participation of people in Mae Puem Subdistrict, Mueang Phayao District, Phayao Province is as follows: (1) Holding regular and frequent meetings; (2) Working together punctually and in a timely manner; (3) Not regulating any regulation or rule according to one's desires; (4) Attending to adult advice; (5) Providing opportunities for women to take part in developing the organization; (6) Conserving and maintaining the traditions and culture; and (7) Appling the Buddhadhamma to promote morality and teach the society to do good deeds.
