การบูรณาการหลักพุทธธรรมเพื่อยกระดับความสาคัญของการปกครอง ท้องถิ่นขององค์การบริหารส่วนตาบลในอาเภอภูเขียว จังหวัดชัยภูมิ

The objectives of the research were the following: 1) to study the people’s opinions about the Buddhadhamma integration for enhance the importance of local goverment of the sub-district administrative organizations in Phu Khiao District, Chaiyaphum Province, 2) to compare the people’s opinions abo  ut the Buddhadhamma integration for enhance the importance of local goverment of the sub-district administrative organizations in Phu Khiao District, Chaiyaphum Province,  classified personally, and 3) to present the Buddhadhamma integration for enhance the importance of local goverment of the sub-district administrative organizations in Phu Khiao District, Chaiyaphum by applying to the principles of Aparihaniya dhamma. The research  methodology was the mixed method. The qualitative research collected data from 9 key informants by in-dept interviews while the quantitative research did through the questionnaires from 398 samples out of 65,895 people aged 18 years upwards living in Phu Khiao District of Chaiyaphum. The tools were questionnaires and interview formats. The data Were analyzed by frequency, percentage, mean, standard deviation, hypothesis tested by t-test and F-test and the data analyzed by descriptive interpretation.

Findings of the research were the following:

1. The level of the Buddhadhamma integration for enhance the importance of local goverment overall was at a high level (x̅=4.02). When classified by side, the mean from high to low was as follows: for the base of democratic governance (x̅=4.26), for the exact and efficient response to local need (x̅=4.24), for inspiring the locals for self-government (x̅=4.21), for decentralization (x̅=4.20), for relieving the burdens of government (x̅=4.18) and for the places of making political and administrative leaders of the country in the future (x̅=4.17) respectively.

2. The comparative results of the public opinions about the Buddhadhamma integration for enhance the importance of local goverment of the sub-district administrative organizations in Phu Khiao District, Chaiyaphum Province,clas personai factos found that the people with different sex and educationals had no different opinions whereas those with differe occupations and incomes had different pinions at the statistically significant level: 0.05.

3. The results of presenting the Buddhadhamma integration for enhance the importance of local goverment of the sub-district administrative organizations in Phu Khiao District, Chaiyaphum Province, by applying the principles of Aparihaniyadhamma found that: 1) For regular meeting, the local administrative organizations worked and met together regularly  to find ways to dissolve problems for the sake of public interest. 2)  For joint meeting, the local administrative organizations should cooperate to jointly decide and solve problems, which is the main working propellant. 3)  For no enforcement and elimination of regulations themselves, the local administrative organizations should realize the traditional practices and consider with social context, develop gradually and also follow the rules and regulations. 4)  For respect to and obedience of the superior, the local administrative organizations should respect and obey the superior, respect and honor each other and emphasize the common interest. 5) For honor and protection of women, the local administrative organizations should honor each other equally and give importance to the development of local women's roles. 6) For homage to and worship of holy places, the local administrative organizations and the community leaders should be good models, respect and play homage to the holy places and protect important things of the community. 7) For righteous protection and support of monks and other clergymen, local administrative organizations should have activities to support Buddhism or activities on Buddhist holy days, and also give importance to monks, novices and lay people.
