การวิจัยนี้ มีวัตถุประสงค์ 1) เพื่อศึกษาสภาพการบริหารงานบุคคล 2) เพื่อพัฒนากระบวนการการบริหารงานบุคคลตามหลักพรหมวิหาร 4 และ 3) เพื่อเสนอกระบวนการการบริหารงานบุคคลตามหลักพรหมวิหาร 4 ของโรงเรียนประถมศึกษา สังกัดสำนักงานเขตพื้นที่ประถมศึกษาโดยใช้ระเบียบวิธีวิจัยแบบผสานวิธี คือ การวิจัยเชิงปริมาณสอบถามกลุ่มตัวอย่างจำนวน 327 คน สถิติที่ใช้ คือ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน เชิงคุณภาพสัมภาษณ์ผู้ทรงคุณวุฒิ จำนวน 10 คน และสนทนากลุ่ม จำนวน 10 รูป/คน ใช้การวิเคราะห์เนื้อหา
ผลการวิจัย พบว่า:
1. สภาพการบริหารงานบุคคลของโรงเรียนประถมศึกษา สังกัดสำนักงานเขตพื้นที่ ประถมศึกษา ทั้ง 5 ด้านโดยภาพรวมอยู่ในระดับมาก ได้แก่ ด้านการวางแผนอัตรากำลังและกำหนดตำแหน่ง ด้านวินัยและการรักษาวินัย ด้านการเสริมสร้างประสิทธิภาพในการปฏิบัติราชการ ด้านการออกจากราชการ และด้านการสรรหาและการบรรจุแต่งตั้ง
2. การพัฒนากระบวนการการบริหารงานบุคคลตามหลักพรหมวิหาร 4 ของโรงเรียนประถมศึกษา สังกัดสำนักงานเขตพื้นที่ประถมศึกษาปฏิบัติตามการบริหารงานบุคคลในสถานศึกษาทั้ง 5 ด้านตามหลักพรหมวิหาร 4 คือ เมตตา กรุณา มุทิตา และอุเบกขา และ 4 กิจกรรม ได้แก่ กิจกรรมที่ 1 การพัฒนาความเมตตาในตนเอง กิจกรรมที่ 2 การสร้างกรุณาในจิตตนเองและช่วยเหลือผู้อื่น กิจกรรมที่ 3 การมุทิตาแสดงความยินดีผู้อื่น กิจกรรมที่ 4 การเสริมสร้างอุเบกขา ภาวนาจิตให้เข้มแข็ง
3. กระบวนการการบริหารงานบุคคลตามหลักพรหมวิหาร 4 ของโรงเรียนประถมศึกษา สังกัดสำนักงานเขตพื้นที่ประถมศึกษาตามการบริหารงานบุคคลในสถานศึกษา ทั้ง 5 ด้าน และกิจกรรมส่งเสริมการพัฒนาการบริหารงานบุคคลตามหลักพรหมวิหาร 4 จำนวน 4 กิจกรรม คือ กิจกรรมการพัฒนาความเมตตาในตนเอง กิจกรรมการสร้างกรุณาในจิตตนเองและช่วยเหลือผู้อื่น กิจกรรมการมุทิตาแสดงความยินดีผู้อื่น กิจกรรมการเสริมสร้างอุเบกขา ภาวนาจิตให้เข้มแข็งตามกระบวนการบริหารงานบุคคลล 9 ด้าน คือ กำหนดนโยบาย วางแผนกำลังคน สรรหาบุคลากร คัดเลือกบุคลากร บรรจุแต่งตั้ง ปฐมนิเทศ มอบหมายงาน พัฒนาบุคลากร ประเมินผลการปฏิบัติงานของบุคลากร ส่งเสริมสวัสดิการ และการรักษาวินัยด้วย PBA Model
The objectives of this research were 1) to study the condition of personnel management, 2) to develop personnel management according to Brahmavihara 4 and 3) to propose the process of personnel management according to Brahmawihan 4 principles of primary schools. Under the primary school district office The research methodology was a combination of methods, which was a quantitative research, asking a sample of 327 people. The statistics used were percentage, mean, standard deviation. Qualitatively, interviews with 10 qualified persons and 10 group discussions were used for content analysis.
The results of the research found that:
1. Personnel management conditions of primary schools under the primary school district office, all 5 aspects overall were at a high level, namely, manpower planning and positioning. Discipline and Discipline Enhancement of efficiency in government service out of government service and in terms of recruiting and recruiting
2. Development of personnel management according to Brahmawihan 4 principles of primary schools under the Office of Primary Education Areas, follow the scope of personnel management in educational institutions in all 5 aspects according to the 4 Brahma Vihara principles and the number of 4 activities.
3. Propose the process of personnel management according to Brahmawihan 4 principles of primary schools. Under the primary school district office under the scope of personnel management in educational institutions in all 5 areas and 4 activities to promote the development of personnel management according to the Brahmawihan 4 principles, namely, self-kindness development activities. Activities to create kindness in one's mind and help others The activity of giving congratulations to others activities to strengthen equanimity Praying for the mind to be strong according to the personnel management process in 9 areas, namely policy formulation, manpower planning, recruitment, personnel selection Assign, appoint, orientation, assign work, develop personnel, evaluate the performance of personnel. promote welfare and maintaining discipline with the PBA Model.
